The main objectives and priorities of the scientific and technical provision of the Brest Region for the years 2007-2010 are determined as follows:

In the agriculture:

1. Enforcement of adoption and application of the results of the R&D works for creating the raw materials zones for the processing industry, improvement of fertility of the reclaimed area, selection and introduction of new sorts of the agricultural crops;
2. Development and adoption of the resource-saving technologies for growing the vegetables in hothouses and open soil;
3. Ensuring the improvement of the genetic potential of the milk and meat cattle.
4. The attainment of the objectives set forth above will make it possible to provide the agricultural producers with efficient regional technologies for growing the agricultural crops. The new sorts of agricultural crops will be introduced that will increase the feeding power and quality of the fodders for the meat and milk livestock as well as for pigs. As the livestock yield will increase, the milk and meat yields will increase too. Expansion of the area of the raw material zones as well as creation of new technologies for grooving the fruit and vegetable crops will make it possible to provide the population with fresh products and the processing industry raw materials. As a result of implementation of the measured planned, the seed growing of non-traditional crops (alfalfa, catgut, deervetch bird's-foot) will be organized and the appropriate technologies will be created.

In the industry:

1. Development and adoption of the new kinds of equipment for the purpose of the technical retrofitting of the production facilities, primarily in the processing branches of the industrial complex and agriculture;
2. Creation of the competitive machinery and of the technologies for deepened processing of the raw materials with reducing the resource consumption at the meat and milk enterprises;
3. Development of the technologies and of the equipment for obtaining the energy from the alternative renewable sources;
4. Organization of production of fruit and vegetable products out of food raw materials of local kinds.

The attainment of the objectives set forth above will make it possible to increase the production rate in science intensive branches of the industry, in particular in the instrument-making, radio electronic, chemical, medical, microbiological industries as well as to carry out the reconstruction and technical retrofitting of major milk farms, cattle complexes and poultry farms as well as enterprises processing the agricultural products.

In the civil engineering:

1. Scientific and technical support of the regional projects of the housing and communal services, construction and maintenance of buildings, structures and infrastructure with the use of the complex innovative solutions;
2. Creation of the new-generation building materials, including those made of local raw materials with high field performance and using them in the projects of construction and reconstruction of buildings and structures;
3. Development of the structural units and foundations of buildings and structures adapted to the conditions of the Brest Region with the use of wooden structures, advanced technologies for manufacturing the articles of precast and cast-in-situ reinforced concrete as well as efficient methods of compaction of ground bases;
4. Improvement of the reliability of buildings and structures at the stage of engineering preparation and protection of the territories to be built up on the basis of the general plans in the zones affected by the watercourses and water bodies, especially in the high-water beds of the Brest Region, with the use of the results of the complex study of the hydrological and hydrogeological peculiarities of the sites and introduction of new technological solutions into the projects of linear and network structures for the purpose of protection of the engineering structures against impoundment and increase of their reliability parameters up to the design ones;
5. Ensuring the efficient nature management, ecological safety of populated areas, especially under the conditions of man-caused effects on the river basins, air shed and hydrogeological conditions of the Brest Region; development of the water-rotation technology of formation the water regime on the reclaimed peatlands (about 280 thousand hectares) to ensure their protection against fire, preservation and efficient use;
6. Introduction of the automatic system of simulation and forecasting of competitiveness of the building products, optimization of the operational planning and decision making as well as management of the expenses of the enterprises of the investment and building complex.

The implementation of the above measures will make it possible to:

1. Satisfy the demands of the population and national economy of the Brest Region for high-quality building products, ensure the rise in the export of the building materials, structures and services as well as reduce the cost and shorten the duration of the building, carry out the reconstruction and technical retrofitting of the building enterprises, optimize the nature management and improve the safety of the environment of the population’s vital activity.

In the field of information technologies:

1. Creation of the unified geographically-distributed system of electronic document management of the state run public authorities of the Brest Region and the introduction of paperless technique of the work with the administrative regulatory orders;
2. Development of the information analysis system for supporting the decision making process for providing the personnel of the state run public authorities with operational, statistical and analytical information on the conditions of the social and economic development of the Brest Region;
3. Development of the unified technology for presentation of information on the work of state run public authorities in the Internet with ensuring the feedback (G2C and C2G).

The implementation of the above measures will make it possible to improve the efficiency of making the decisions by the state run public authorities, ensure the reduction of use of paper media, promote the development of the processes of informational support and telecommunication infrastructure in the real economy sectors, including the creation of the electronic commerce and logistics system with the account of the information security of the Republic.

To solve the above problems of the scientific and technical provision of the social and economic development of the Region, the conception of the Regional Scientific and Technical Programme “Development and Introduction of New Technologies and Products in the Branches of Real Sector of the Economy of Brest Region in the years 2006-2010” (Systems, Machines and Service RSTP) has been developed. The objective of the programme consists in the creation of the conditions for the steady development and functioning of the industrial, agrarian, civil-engineering and housing-and-communal complexes and related production facilities creating the employment of the considerable share of the able-bodied population of the region, improvement of the export potential, further formation of the innovative infrastructure in the region and support of the human resources of the scientific and technical sphere.

As a result of implementation of the above RSTP, it is planned to:

1. launch the production of the up-to-date models of the agricultural machinery (pneumatic seed-fertilizer seeder, combine soil cultivating and seeding unit with the passive and active work members and pneumatic seeding system with the coverage of 4 and 6 metres);
2. introduce the technology for speeded up creation of purebred herds of meat cattle of Aberdeen-Angus breed in the farms of the Region with the use of the up-to-date selection and biotechnological methods making it possible to improve the efficiency and competitiveness of the meat cattle-breeding in the farms of the Brest Region, reduce the expenses in foreign currency for acquiring the selection material abroad, ensure the output of the highly valuable young pedigree animals up to 85 per cent and reduce the expenses for producing 100 kg of beef by 20-25 per cent;
3. develop and launch the production of the complex import-substituting equipment for processing the meat and milk products;
4. launch the mass production of eye labels with electronic chips and readers for identifying the animals at Tsvetotron Plant Republican Unitary Production Enterprise that will make it possible to refuse completely the acquisition of imported labels for tagging the cattle as well as ensure the export sale of such labels;
5. master the regional technology of growing the cornichon-type cucumbers in the hothouse farms of the Region;
6. To develop the technology for obtaining the fruit and berry fillers to be used in the food production based on the local kinds of the materials and adopt the same at Exon-Glucose Republican Unitary Production Enterprise (with the capacity of up to 2000 tons/year);
7. master the technology for obtaining the maltose treacle to be used in the brewery industry, which would not be inferior to the foreign analogues but would be cheaper then they by 15-30%, in the production at Exon-Glucose Republican Unitary Production Enterprise;
8. create the geothermal power plant with the capacity of 2 MW using the ecologically pure and renewable kind of natural resources – local geothermal waters;
9. develop the technology for repairing the header pipes for heat and water supply without overburden operations that will make it possible to reduce the cost of the repair of the heat- and water-supply systems by up to 30% and shorten the time taken by such works by up to 50%;
10. develop and launch the production of highly efficient boilers using local kinds of fuel;
11. to develop the equipment for complex processing of the domestic waste making it possible to use the secondary raw materials when manufacturing the household-purpose articles, etc.

For the purpose of the development of the regional innovative infrastructure it is planned to create the scientific and technological park with the industrial zone on the basis of Brestkultbytkhoztorg Open Joint-Stock Company intended for providing for the complex promotion of creation of small-scale enterprises including those with foreign investments and technologies, rendering them the scientific-and-technical (consulting, engineering and leasing) services and legal assistance, development of the technology-transfer system and expansion of the markets of the science-intensive products.

The plan of the innovative development of the Brest Region for the years 2007-2010 provides also for the following measures within the framework of modernization of the economy on the basis of the new technological solutions:

1. Organization of the production of infant’s food and beverages at Fruit Bewerages Factory Foreign Enterprise;
2. Creation of new production facilities, including those:
3. for manufacture of concrete mortar units and production of paving slabs on the basis of Brestoblselstroi GPPSU;
4. for manufacture of windows and balcony doors to STB 1138-98 and profile parts to STB 1074-97 at Telekhany Joinery Plant Open Joint-Stock Company;
5. for production of sodium metasilicate and sodium hydrosilicate on the basis of Domanovo Production and Trade Complex;
6. for manufacture of articles of polyamide at Kobrinagromash Open Joint-Stock Company;
7. for production of hard cheeses on the basis of Butter- and Cheese-Making Plant Open Joint-Stock Company and albuminous curds at Belovezhskiye Syry Joint Open Joint-Stock Company.

On the basis of introduction of the advanced technologies, it is planned to upgrade the:

1. production of ethyl alcohol out of food raw materials and crude alcohol at Ivatsevichi Distillery;
2. production of beer at Brestskoye Pivo Open Joint-Stock Company;
3. production of crude alcohol at Peskovskoye Unitary Utility Enterprise (village of Peski, Beryoza District);
4. production of the products in CMC spray cans at Brest Household Chemistry Plant Open Joint-Stock Company;
5. production of hard fatty cheeses at Belovezhskiye Syry Joint Open Joint-Stock Company;
6. production of materials to be used in the asphalt production as well as small tools and equipment at Brestobldorstroi Unitary Utility Enterprise;
7. production of joinery and reinforced-concrete articles at Brestoblselstroi РБУ ГППСУ;
8. processing of milk, pork, veal and poultry at the agricultural sector enterprises;
9. production of white vodka, bitter liqueur, wines at Pinsk Winery Open Joint-Stock Company.

The project for development of Khotislavskoye deposit is an efficient innovative project aimed at satisfying the demand of the building complex of the Brest Region for sand and chalk and organization of export delivery of these materials. The extraction of chalk and silica sand with enhanced characteristics for satisfying the needs of the building, metallurgical, glass, petrochemical and other sectors of the industry will be launched on the basis of the advanced technologies. The planned volume of investments in the organization of the extraction and processing of these minerals will be 10 million US dollars.

In Brest Free Economic Zone, the creation of new facilities and development of the operating ones oriented primarily to the manufacture of export-oriented and import-substituting products (woodworking articles, machines, mechanisms and materials for maintenance of roads, production of sea products, glass bulbs and tubes for electric lamps, furniture, bicycles, etc.). The total volume of investments in the projects of the residents of Brest Free Economic Zone, the implementation of which is provided for within the years 2007-2010, is planned within 6 billion roubles.

The implementation of the measures for innovative development of Brest Region will make it possible to:

1. increase by the year 2010 the share of the innovative products in the total volume of the products shipped up to 8.3 per cent; the share of certified products in the total volume of the industrial production up to 70.0 per cent; to decrease the wear of the active part of the fixed industrial and production-related assets down to 60.0 per cent and to increase the share of expenses for the equipment, tools and inventory in the investments in the fixed capital up to 48.5 per cent;

The total amount of financing the works for creating new enterprises, new facilities at the operating enterprises and modernization of the existing production facilities in the utility organizations and enterprises without departmental subordination of Brest Region n the years 2007–2010 will be 369,233.3 million roubles, including that from the Republican Budget’s funds to the amount of 46,697.6 million roubles, from the local budget – to the amount of 13,921.0 million roubles, bank credits – 67,374.3 million roubles, loans – 12,090.0 million roubles and from other sources – 227529,6 million roubles.
